Regulations that foster cultural innovation

Municipal regulations for traveling entertainment still reflect an idea of circus tied exclusively to the traditional model: permanent tent structures and indoor performances. This normative vision does not recognize the innovative nature of contemporary circus, which configures itself as a project of direct relationship with public space and communities, with artistic, social, aggregative and educational purposes. Contemporary companies find themselves forced to describe themselves through neologisms and alternative definitions to access spaces and contributions, demeaning their own artistic identity and the cultural mission that distinguishes them.

A city that considers itself contemporary cannot afford to apply the same normative discipline to such diverse situations. The current regulatory context limits growth opportunities for the sector and deprives Administrations of an instrument for cultural production, urban and human regeneration, social cohesion and community activation of extraordinary effectiveness.

If being contemporary is a political choice and a project vision, then it must also translate into concrete actions. This meeting aims to explore how cities and cultural operators can collaborate to develop new regulatory tools that support artistic innovation, recognizing that contemporary creativity is a matter not only artistic, but also political, legal, technical and administrative.
